The electrician law does not apply to work by a plumber who holds a license or endorsement or is registered under the plumbing law (Chapter 1301) to install, service, maintain, repair or replace plumbing fixtures or appliances such as a water heater, food disposer, water softener, dishwasher or clothes washer on existing electrical circuits only (Occupations Code 1305.003(a)(21)). The exemption is for licensed or registered plumbers, not for anyone else. (source: Texas Legislature)

The state does not require residential appliance installation permits, but cities may require permits, fees or inspections for appliance installers. (source: Texas Department of Licensing and Regulation)

Appliance dealers and manufacturers, or people they authorize, may maintain or repair a residential appliance using components of the same type and ampacity (1305.003(a)(22)). (source: Texas Legislature)
